For this purpose, a new circular was issued by the NID branch last May. As per the non-circulation, a foreign national of Bangladeshi origin will not need a dual citizenship certificate to obtain an NID.

A set of guidelines are issued to facilitate the inclusion of expatriate Bangladeshis in the NID registration and voter list and to provide hassle-free service at the field level.

The instructions are:

According to the provisions of The Citizenship Act, 1951 and The Bangladesh Citizenship (Temporary Provision) Order, 1972, persons who are citizens of Bangladesh are not required to submit a dual citizenship certificate for registration of their national identity and inclusion in the electoral roll. National Identity Card/Bangladeshi Passport/Driving License/Online Birth Certificate/Online Death Certificate (where applicable) and citizenship issued by the concerned City Corporation/Municipality/Union Parishad as proof that the applicant's parents or grandparents are Bangladeshi citizens as per this Act and Order A copy of the certificate must be submitted.


A Bangladeshi expatriate who has acquired the citizenship of another country and has received a dual citizenship certificate issued by the Security Services Department of the Ministry of Home Affairs, can also be given national identity and included in the voter list.

As per the provisions of Rule 4 of The Bangladesh Citizenship (Temporary Provisions) Rules, 1978, in the case of foreign nationals who have acquired the citizenship of Bangladesh through marriage, the National Identity Registration and Electoral Rolls issued by the Security Service Department, marriage certificate and spouse's national identity card. ID must be submitted.

If a citizen of Bangladesh renounces the citizenship of Bangladesh on the condition of accepting the citizenship of another country, the Election Commission can cancel the national identity card of that person and give instructions to remove his name from the voter list, subject to appropriate evidence.

After receipt of applications for national identity registration and inclusion of names in voter list submitted by expatriate Bangladeshis, processing of biometric data must be ensured within seven working days and uploading of data within two working days.

Bangladeshi citizens living in diaspora should follow the Constitution of Bangladesh, Citizenship Act, Voter List Act, National Identity Registration Act and all related regulations in the matter of registration of national identity and inclusion of names in voter list.
