The interim government has sacked city and municipal mayor-councillors who won through the disputed elections of the previous fascist government after taking office. Similarly, District Council and Upazila Council have also been dissolved. However, even though the Union Parishad (UP) chairman and council are still in place, services are being disrupted as most of the public representatives are absconding. For this reason, the government has started the process of dissolving the Union Parishad. In the existing situation, people across the country are suffering to get birth and death registration, citizenship certificate and other civil services. This information is known by the victim and related sources.
Those concerned said, Dr. The Muhammad Yunus-led government took office on August 8, three days after Sheikh Hasina fled on August 5. It has been almost two months of this government. During this period, only mayors and chairmen have been given additional responsibilities to administrative cadre officers. They kept the routine going with some sort of co-operation. However, the vacancies of councilors, members and other public representatives are not being filled. It will not be possible to provide the desired service with a few government officials instead of a large number of public representatives. For this reason, the people will get the desired service if politicians or prominent people of the society are appointed as mayor, councilor, chairman and other positions and conduct service activities. Besides, it will not be possible to fill this void of public representatives.
They also said that on August 19, the interim government dismissed the mayors of 12 city corporations and 323 municipalities. On September 26, councilors of 12 city corporations and 323 municipalities were simultaneously dismissed. Although the chairman and members of the union council are in place, most of them are not in office. Since then there is no civic service in city corporation, municipality and UP. To overcome this situation, on September 26, a committee consisting of public representatives of various government agencies has been formed to manage the City Corporation. However, no instructions have been given yet for municipalities, districts and upazila parishads.
Meanwhile, as all the councilors were dismissed together, dissatisfaction arose among those who were elected from other parties outside the Awami League. Besides, many of the elected councilors have expressed anger and dissatisfaction.
Mohammad Rafiqul Islam, former councilor of ward number 32 of Gazipur City Corporation, said, "Every day many people come to me for various needs including civic services. It was not right for the government to suddenly remove the elected representatives. Similarly, the reserved councilors of Gazipur City Corporation Tania Akhtar and Hasna Hena and Councilor Jahangir Alam have expressed their anger and disappointment. Khulna City Corporation Ward No. 6 Councilor Sheikh Samsuddin Ahmed said that the government should not have dismissed the elected councilors even if they did not commit any crime. A public representative was elected with much difficulty. Moreover, the civic services have collapsed due to the vacancy of councillors. Ferdous Begum Munni, the reserved councilor of Ward No. 1, 2 and 3 of Chittagong City Corporation, said that the people elected councilors to get services. But it was not possible due to the wrong decision of the interim government. People will not get the desired services even in the structure that is being built now.
In this context, the city planner and president of Bangladesh Institute of Planners (BIP) Professor Dr. Adil Muhammad Khan told Jugantar that local government representatives were elected through controversial elections. Because of this, it was not a wrong decision to evacuate them. However, appointing administrators from politicians and social elites to ensure service would have yielded good results. Government should think more about ensuring public service. In this context, the adviser in charge of the local government department, AF Hasan Arif, told reporters that several steps have already been taken to ensure the citizen services of the local government. In this, civil services and development work have started to become normal. Step by step the situation will be normal.
