Zoom-Bangla Desk: Thousands of teachers are working in different educational institutions with fake certificates. Recently, a report was sent from the Directorate of Inspection and Audit (DIA) to the Ministry of Education regarding fake certificates. There, the fake certificate information of 1 thousand 156 teachers is given. Among them, teacher registration certificate of 793 teachers, computer education certificate of 296 and certificate of BED, library, secretarial science and other subjects of 67 are fake.

Among them , the Directorate of Secondary and Higher Education (MAUSI) published the list of 202 teachers working with fake certificates on Thursday (October 3) . Seven measures have been taken against them as the allegations have been proved. The public portion of their salaries and allowances (MPO) has been cancelled. At the same time, it has been requested to know what action the educational institution has taken against the alleged fake teachers in the list. A criminal case has been ordered to be filed against the fake certificate holders by the head of the concerned institution.
Due to their long service, these teachers have withdrawn about 15 crores of salary from the government with fake certificates. In view of the investigation report, the teachers have to return this money to the government treasury.


Earlier, on May 18, the Ministry of Education identified 678 teachers who have been working as teachers and employees for many years with fake certificates. The Department of Secondary and Higher Education (MAUSHI) was sent a letter from the ministry with an order to stop their salaries and allowances, and arrangements should be made to bring back the money they have received as salary and allowances so far. But a month after ordering the dismissal of these teachers with fake certificates and the closure of the MPO, Maushi released several crores of rupees in their favor for the salary and festival allowance of those teachers. But in the end Maushi took action against 202 teachers.


According to Ministry of Education sources, the number of schools, colleges, madrasas and technical educational institutions under MPO in the country is about 34 thousand. Among them, 20 thousand 316 secondary level educational institutions, 2 thousand 664 colleges, 9 thousand 292 madrasas and 2 thousand technical educational institutions. The 'Teacher Registration Certificate' has been made mandatory by the Private Teachers Registration and Certification Authority (NTRCA) since 2005 to be appointed as a teacher in these educational institutions. At present, there are about 4 lakh teachers and 1 lakh employees working in MPO-affiliated educational institutions, who receive government salaries and allowances.


According to the investigation report of the Directorate of Education Inspection and Audit, 29 teachers from Dhaka and Mymensingh divisions, 10 teachers from Chittagong and Sylhet divisions, 100 teachers from Rajshahi and Rangpur divisions and 17 teachers from Khulna and Barisal divisions have forged certificates. Most of them took MPO with NTRCA and fake computer certificate. The complaint of teachers working with fake certificates in educational institutions like schools and colleges has been going on for a long time. Recently, the activities of the Directorate of Inspection and Audit (DIA) are regularly taking place in cases of fake certificates of teachers.


The concerned said that the teachers have been enjoying government money by forging SSC and HSC examination certificate, NTRCA certificate and computer certificate by working in MPO-affiliated institutions for a long time.

According to a notification from Maushi, the information has been sent verifying the authenticity of the fake certificate of the teacher or employee and the letter gives instructions to take action against the fake certificate holders in total seven cases. In view of this, the MPO of some indexed teachers has already been temporarily suspended by the Department of Education in due process. It has been asked to send a stepwise response to the department within 10 working days of the measures taken by the educational institution against the MPO and non-MPO teachers mentioned in the list.

 

The seven-point action of the Ministry of Education is to close MPOs and dismiss teachers or employees with fake certificates by taking departmental action, taking measures to return illegally received salaries and allowances to the government treasury, canceling the retirement benefits of those who have retired, objecting those who have voluntarily retired. Collection of money through the principal or head teacher, sending the list of fake certificate holders to the relevant authorities for taking necessary measures to stop the retirement allowance or welfare trust allowance of fake certified teachers or employees of private educational institutions, filing criminal cases against the fake certificate holders by the head of the concerned institution and employing fake certificate holders. Actions are directed against the persons involved in the activities as per the rules.
