Former Railway Minister Mujibul Haque's personal officer and Joint Secretary of the Parliament Secretariat Golam Kibria Majumder has finally been arrested. He was arrested on Saturday while fleeing to India by crossing the border illegally. He was in hiding since the fall of the Hasina government. His name is in the list of BGB as an active Awami cadre in the field to resist the movement of students.

Those concerned say that Golam Kibria was the personal officer (PS) of the former railway minister. He served for eight consecutive years. At that time, serious allegations of irregularities and corruption were raised against him in addition to the control of major railway contract work. But with the blessings of the then Railway Minister Mujibul Haque, nothing happened. Later, he came to be known as the much-discussed Black Cat of the Railways to the officials and employees of the Ministry of Railways.

According to sources, Kibria, son of Chauddagram, Comilla, was a general employee of the Parliament Secretariat. But after the Awami League government came to power, MP Mujibul Haque, elected from Comilla, was made the railway minister. Mujibul Haque appointed Kibria as Private Secretary (PS). He grabbed hundreds of crores of rupees by exploiting the post of PS through commission trading and recruitment corruption.

Railway officials say that Mujibul Haque, who was appointed as Railway Minister, was old. Apart from this, the railway minister suffering from various diseases could not do the daily work properly including the routine duties of the ministry. His PS Kibria took advantage of this. At this time he became the sole controller of the ministry. Even when important files were taken from the ministry, Mujibul Haque himself would order consultation with his PS Kibria. As a result, the ministry officials had little to do beyond Kibria's decision.

It is known that apart from the ministry, Kibria took care of Mujibul Haque's personal affairs. At one point, Kibria's alleged girlfriend Hanufa Akhtar Rikta got married to Mujibul Haque, who was in his seventies. Such an unequal marriage of the minister created a wave of intense discussion across the country. There are many funny stories about these in the railway building itself. Some say that Kibria arranged the minister's marriage with his girlfriend in order to control the minister. However, for mysterious reasons, the then minister Mujibul Haque was completely silent on these issues.

Money Laundering: Kibria visited the US periodically during his tenure as PS. At that time, he used to carry a large amount of dollars in cash in his luggage every time he went to the United States. Besides, Kibria used to take huge amount of money to get railway contract work. He had to pay the bribe in dollars.

An intelligence officer, who did not wish to be named, told Jugantar that information is available that Kiberia has abundant resources in several countries, including the United States, Singapore and Thailand. After the intelligence investigation, the report was sent to the Prime Minister's office and the ACC. But no action has been taken from ACC in this regard. However, in 2019, in the second term of Awami League, when Mujibul Haque was removed from the position of railway minister, Kibria became somewhat cornered. At this time the ACC opened a new investigation file against him. Later, a case was filed against him for acquiring illegal wealth.

According to sources, apart from assets abroad, he owns multiple plots, flats and multi-storied houses in Comilla and other parts of the capital. Among them, there is a six-storey house in Basabo Nandipara area. He also has multiple plots in Rajuk's Purbachal New Town project, at least four flats in Gulshan and huge investments in a large housing company. He even opened a business company called Majumdar Enterprise and did business with the railways.

A railway official, who did not want to be named, told Yugantar that even though he was a government official, Kibria had ups and downs in the showbiz world. Especially in Dhaka, there are many stories of his closeness with several movie actresses. Even actresses and models used to hang out late at night at his official residence in Sangsad area. Obaidul Quader, the then bridge minister and general secretary of Awami League, used to be present as the chief guest in these chats. Obaidul Quader was a neighbor of Kibria. The houses of the two were also side by side.

Wanting to become an MP: Kibria was once the central leader of the Chhatra League. Later, while serving as Railway Minister's PS, he found the pot of honey. Because of this, despite being a government official, Kibria himself registered his name in the race to become an MP. He did public relations for the election from Basabo area of ​​the capital. Various religious institutions, including mosques and madrasas in the area, poured money with both hands. Basabo became the president of the management committee of several educational institutions in the area. Among them, Tajuddin was elected as the president of the local school committee and started the recruitment business. In addition, he was accused of embezzling school funds.

Those concerned say that apart from Basabo, he had plans to contest the parliamentary elections from Comilla Chouddagram area as well. He thought that after the death of the aged Mujibul Haque, he would take the reins of the area. For this he poured huge amount of money in the party high command. In particular, he was daydreaming to become an MP by using his closeness with Obaidul Quader, the general resource of the party.

Bribery: In addition to widespread irregularities in recruitment, Kibria bribed huge amounts of money in the recruitment of various project directors (PDs) and DGs of the railways. It was impossible to get appointed as DG in Railways if not for his confidant. Especially former DG Amjad Hossain, Samsuzzaman, Rafiqul Islam, Tofazzal and influential Additional Director General (ADG) Sagar Chakraborty were blessed by Kibria. Besides, the current ADG Perth Government Railway Planning Department head Belal Hossain, controversial PD engineer Ramzan Ali, influential official Subaktgin as a close relative of Awami League, engineer Mofiz Uddin, former GM Jahangir Hossain and former millionaire ADG Mia Jahan. At present he is allegedly controlling a special syndicate of railway corruptors sitting in the railway building.

Those concerned say that many of Kibria's close relatives have already retired, but Mia Jahan is still in the Railway Building. Mia Jahan, who is known as Awami League's confidant, retired but was brought back to the railway building. Even the Ministry of Railways created a controversial scheme to appoint Mia Jahan on contractual basis. Later he was made PD.

According to sources, former railway GM Mukbul Hossain, engineer Ferozi, PD Shahidul and administrative officer Sadrul obtained various benefits by using their closeness with Kibria. Officials have raised questions about these at various times, but nothing has happened to them due to Kibria's influence.

Meanwhile, Jugantar's Brahmanbaria and Kasba representative said that BGB handed over Kibria Majumdar to Kasba Police Station on Saturday night when he fled to India illegally through the Kasba border of Brahmanbaria. Naib Subedar Safiur Rahman of BGB filed a case under Passport Act as the plaintiff in this incident. The police sent him to the Brahmanbaria Judicial Magistrate's Court after arresting him in a murder case of Dhaka's Paltan Police Station and a passport case of Kasba Police Station on Sunday.

According to BGB sources, Kibria Majumdar was roaming in the border area to enter India through the border of Putia area of ​​Bayek Union of Kasba Upazila. At that time the patrol team of Saldandi BOP arrested him.
