Advocate Nuruddin Chowdhury Nayan, former MP of Laxmipur-2 (Raipur and Sadar division) constituency and general secretary of district Awami League, became the controller of the entire district in just 3 years. Nayan controlled everything including appointments to various offices, tenders for government offices, extortion and nomination trade.

Locals said that Nayan had placed family members and relatives in important positions in the party to maintain his 'kingdom' from the upazila to the union.

Common people of Lakshmipur say that the fate of Kazi Shahidul Islam Papul, who is imprisoned in Kuwait jail on charges of human trafficking, has been cancelled.

After winning the vacant Laxmipur-2 (Raipur) by-election on June 28, 2021, he did not look back. He has progressed at a fast pace with the post of district general secretary and MP of the party. He also became an MP in the 12th National Parliament. The leaders of the party alleged that the leaders and workers of the opposition party were also hostage to him.

After the fall of the government, Nayan and his followers went into hiding. Two cases have also been filed against him in connection with the killing of the anti-discrimination student movement on August 4. The Anti-Corruption Commission (ACC) decided on October 3 to investigate allegations of various irregularities and corruption against Nayan.

According to the ACC, Nayan had shown an annual income of Tk 36 lakh 10 thousand 290 and assets of Tk 1 crore 40 lakh 46 thousand 868 in the election affidavit in 2021. However, his wealth was found to be several times more than the declared wealth. Among them, there are five-storied buildings on 10 percent of Lakshmipur Women's College Road, 40-50 percent of the land in that area and several flats in various places in Dhaka including Dhanmondi.

Residents of various places including Raipur of Laxmipur said that Nuruddin Chowdhury Nayan was the president of District Chhatra League till 1988. Later he joined Awami League. He was the General Secretary of Laxmipur Sadar Upazila Awami League from 2003-15. That same year, he became the general secretary of the district Awami League. He still holds that position.

Independent candidate businessman Kazi Sahid Islam Papul won Laxmipur-2 (Raipur) constituency in the 11th National Assembly Elections. Awami League leaders alleged that this advocate Nayan was behind making Papul a candidate and winner. For this he received a large sum of money. When Papul was incarcerated in a Kuwaiti prison, the door for Nayan to become an MP opened. Although Papul's wife Kazi Selina Islam was a candidate in the by-election, Nayan's supporters did not allow her to enter the campaign field.

Even before becoming an MP, allegations of recruitment and trade were against Nayan. Allegations have been received that former MP Nayan used to get a portion of the money taken from the aspirants.

Some teachers and health workers told this reporter that they paid Tk 10 to 15 lakh for the job. A few others had to pay. Heard that the MP got a part of the money. Candidates have to pay at least 5 lakh to 10 lakh taka to get appointed in the educational institution.

Nayan extortion, nomination-trade: 10-12 drivers who did not wish to be named said that 15 thousand CNG-powered auto-rickshaws ply in the district. Each auto-rickshaw had to pay 4-5 thousand rupees before getting off the road. Besides, each autorickshaw has to pay a contribution of four and a half thousand rupees every month. It is alleged that Kuli Chowdhury was at the root of this extortion. He was known as the 'Cashier' of Nayan and the bulk of the subscriptions went into his coffers. Extortion in this sector used to be 20 crore rupees annually.

Saiful Islam Rocky, son of Kuli Chowdhury, was the president of District Chhatra League. He is also now in hiding. Some of the affected businessmen including Raipur businessman Saifuddin said that Raipur Municipality Awami League president Kazi Jamshed Kabir, who is close to MP Nayan, occupied the shop of a man named Saifuddin next to Baki Billah's house. Saifuddin could not file a case for fear of MP Nayan.

However, Baki Billah claims that he bought the land from Saifuddin's elder brother Khokon and gave him an office and medicine shop. There were control of contracts, sub-registry office subscription, arbitrage-trade, extortion in various offices were planned. However, Baki Billah denied this allegation.

Some public representatives said that MP Nayan used to determine candidates for five upazila parishads, 58 union parishads, mayors and councilors in four municipalities. This nomination was given in exchange of Rs. At least 50 lakh rupees had to be paid to get a boat symbol in UP or upazila. This figure was more or less depending on the case.

Abdur Rashid Mollah, an independent candidate for the post of Chairman of Dakshin Charbanshi UP of Raipur Upazila in the 2021 UP elections, said that he did not get the Awami League nomination because he did not pay much money. When asked who took the money, he tactfully avoided the matter.

However, a local person said that he heard that Rashid Mollah had given Tk 50 lakh to former MP Nayan to get the boat symbol. But he arranged to nominate someone else with more money.

Ichmail Hossain, chairman candidate of Charlorance UP of Kamalnagar, said that he did not get the nomination even with money. He also complained to the Awami League president about these issues. There are complaints about party nominations in all local elections in the district. Raipur Upazila Awami League senior vice-president and former mayor Haji Ismail Hossain Khokon said party leaders were also hostages to Nayan. Apart from Nayan and his relatives, he did not have any evaluation of party leaders. Nomination-trading was his main source of immoral income.

Kinship of the group and family of partners:

At one time, Lakshmipur was running on the behest of the late mayor and former general secretary of the district Awami League, Abu Taher. After Taher's death, control of the area passed to Nayan. However, being a relative, he also kept Taher's family with him. Taher's son-in-law AKM Salauddin Tipu, the recently deposed chairman of Sadar Upazila Parishad and former president of District Jubo League, is her cousin's husband.

Allegedly, Tipu was in control of all extortion and tender trade in Sadar Upazila. He and his accomplices are accused of firing on students during an anti-discrimination student movement. He also has two cases of murder and assault on the police against him. Tipu is currently in Saudi Arabia.

Sister-in-law of Raipur Upazila Awami League President and Upazila Parishad Chairman Mamunur Rashid Nayan. Nayan's uncle Humayun Kabir Patwari is the president of Sadar Upazila Awami League and chairman of Charruhita UP. Humayun is currently in jail in the student murder case.

Shafiul Azam Chowdhury (Sumon) Nayan's brother-in-law, Organizing Secretary of Raipur Upazila Awami League and Chairman of No. 10 Raipur UP. Suman's silent torture was fed up with the entire union and the surrounding residents. However, Suman has denied the allegations leveled against him. Through these three relatives, everything was under Nayan's control at the district, upazila, and union levels.

Nayan's wife district Awami League leader Lubna Chowdhury has also been accused of influencing her husband. There are multiple cases against Nayan and Tipu including murder. Nayan's involvement is also alleged in the murders of District Jubo League's former general secretary Abdullah Al Noman and District Chhatra League's former organizational secretary Rakib Imam in Lakshmipur in 2022. Rakib's father Rafiq Ullah alleged that Nayan had a meeting with Abul Kashem Jihadi, the main accused in the double murder case, 7 days before the incident.

As Nayan went into hiding after the fall of the government, his statement on these allegations could not be obtained. Other accused including Tipu are in hiding (outside the country).

District Youth Party President Rezaul Karim Liton said tenders were controlled under the leadership of Nayan and Salahuddin Tipu. Thousands of BNP leaders and activists were homeless for 15 years due to their oppression. If you protested, you would have to go to jail along with prosecution and assault. The police have not yet arrested the two.

District Jamaat-e-Islami secretary Maulana Farooq Hossain Noornabi said that the entire Lakshmipur district was under the control of Nayan. Advocate Nayan and Salah Uddin Tipu have illegally acquired hundreds of crores of rupees. Their sources of income were recruitment, tenders, extortion, extortion and terrorist activities.
