Citycell's parent company Pacific Bangladesh Telecom Limited (PBTL) is owned by the family of former BNP leader M Morshed Khan.

It has been claimed in the letter submitted to BTRC that Citycell was 'subjected to discrimination ' by the then Awami League government due to that political identity .

In 1989 Bangladesh Telecom Limited (BTL) was licensed as the first mobile phone operator in Bangladesh, which was later renamed CityCell after a change of ownership.
