Jumbangla Desk: Finally, for the first time, private teachers under MPO (teachers who receive the main part of the salary from the government) are going to get the opportunity to transfer. However, not all MPO members will get this opportunity. Only teachers recruited on the recommendation of the Private Teachers Registration and Certification Authority (NTRCA) will get this opportunity. For now, among the 1 lakh 13 thousand recommended by NTRCA, the working teachers of various schools and colleges will get the opportunity to be transferred to their respective districts.
According to sources in the Ministry of Education, Education Adviser Wahiduddin Mahmud has approved the transfer file against the vacant posts of indexed teachers working in private educational institutions. Notification in this regard will be made by next Wednesday.
According to the policy made in this regard, the Director General of the Department of Secondary and Higher Education (MAUSI) will invite, accept and dispose of the transfer applications of teachers belonging to the MPO. If necessary, he can delegate this power to subordinate offices. The entire process of transfer will be done through the software. Maushi will develop transfer application form and software. There will be no scope for intervention by the Management Committee or anyone else in the transfer of teachers. At a certain time of the year, teachers will get transfer opportunities. Besides, the batch of teacher registration will be taken into consideration in case of transfer. NTRCA will appoint new teachers in the vacant posts after the transfer of teachers.
According to the policy, after the transfer order is issued, the teachers will submit the joining letter to the head of the transferred institution. Then the institution will accept the joining letter and notify the district education officer. In view of the transfer, the salary, other financial benefits and continuity of seniority of the MPO (Government Section) will be maintained. In case of this transfer, the one who is working further away from the permanent address mentioned in the NTRCA application will get priority for transfer. However, female teachers-employees can be transferred to their husband or own permanent address. Those teachers who complete two years of service after being appointed, can apply for transfer. The transfer will be considered if both the candidates agree to the application for mutual transfer. However, no application for transfer will be entertained unless the post is vacant. Transfer applications will be processed between 16th October to 15th December every year.
In this context, teacher leaders said that the initiative to transfer MPO teachers is good. But this should be done for all teachers under MPO. If it is not for all but only for teachers who are recommended by NTRCA, it will create new discrimination.
Incidentally, along with female teachers, male teachers are also employed through NTRCA and are working 400-500 km away from their own upazila, leaving their families . In this situation, indexed teachers have recently staged several protests and human chain programs to demand the transfer of vacant posts. Finally, their long-standing demand is going to be fulfilled. There are about 5 lakh MPO teachers and staff across the country. The teachers and employees under MPO get the main part of the salary and some allowances from the government. So far there was no system of transfer of private teachers.
