These data have come out in the National Human Rights Commission's monthly human rights report October-2024. The organization informed this information in a press release on Tuesday (November 5).
The National Human Rights Commission conducts media monitoring or monitoring of human rights violations published in the media as part of its regular work. Human rights reports are compiled in the Commission's annual report reflecting monitoring reports and investigations of complaints received by the Commission.
According to the notification, according to the complaint and investigation report received by the National Human Rights Commission and the information published in various media, the review of human rights violations in the month of October shows that the incidents of mass beatings, rapes, and attacks on traditional religionists were the subject of attention of the citizens. There has been an alarming increase in law enforcement and criminal activities during this month. Incidents of lynchings have increased in October compared to last month. The number of lynchings in September was 20, while the total number of lynchings in October was 26. 18 people were killed and 8 people were injured.
It also said that 22 women and 23 children were raped in October. Compared to September, child rape increased by 91.67 percent in October. Rape of women has increased by 46.67 percent. Apart from this, cases of prior enmity, cases of harassment of political opponents, attacks and violence on political party leaders and workers by miscreants have come to light.
Besides, there were 23 cases of child rape in the month of October, of which 18 cases were registered, i.e. the percentage of cases was 78.26 percent. Analysis of the data shows that the highest number of child rape cases have occurred in Dhaka Division. 39.13 percent of the total rape incidents occurred in Dhaka. 83.91 percent of the total cases of child rape occurred in Dhaka and Chittagong divisions.
The circular also said that in the month of October, there were 35 cases of torture of minorities. Of these, case information was found for 23 incidents. The forms of minority persecution are usually vandalizing idols and places of worship of Sanatan religious people, attacking and looting houses, demanding donations, embezzling government allocations for worship, stealing and throwing petrol bombs at places of worship, physical torture and grabbing temple land, etc. On the other hand, attempts have been made in some places to destroy communal harmony through social media posts. However, in almost every case of torture, legal action by the administration has been observed.
Torture and death in prison custody have decreased somewhat. No cases of disappearance were found this month but complaints of disappearances that occurred a few years ago were filed this month. Incidents of other allegations against the police such as bribery, demand for extortion, non-filing of cases etc. have been received.
On the other hand, commodity prices increased in October compared to last month. There has been discussion and criticism about the increased prices of daily necessities such as green chillies, eggs, potatoes etc. However, last year in the month of October, while the price of green chillies was Tk 1,200 per kg, this year the price in October was Tk 700 per kg. Last month, the price of eggs rose up to Tk 190 per dozen, but due to strict monitoring by the government in October, the price of eggs came down to Tk 150 per dozen. As a result of unbridled price hikes, most of the working, low and fixed income people of the country are unable to meet their needs. As a result, people are deprived of the right to eat a balanced diet and live a healthy life. Therefore, it is necessary to continue strict monitoring of the government to control the market.
The commission prepares this report based on the information of reports published in several media of the country and the complaints received by the National Human Rights Commission. The National Human Rights Commission has taken cognizance of the Spontaneous Complaints in various cases mentioned. The commission feels that effective progress in the protection of human rights will be observed if all the government agencies, law enforcement agencies and other stakeholders are aware.
