Kim Jong Un made the speech at the 4th Conference of Battalion Commanders and Political Instructors of the Korean People's Army (KPA) held in Pyongyang last Friday.
Kim then ordered his military officers to prioritize war preparations and military strategy.
He said increasing nuclear power is necessary to prevent war. Along with that, he emphasized on improving the country's self-defense capability without limits.
Kim cited growing cooperation between South Korea, the United States and Japan as a major threat to North Korea.
He called the US-led military alliance dangerous to the peace and stability of the Korean Peninsula.
The North Korean leader accused the US and its allies of using the Ukraine war as a proxy war against Russia.
However, South Korea and the United States claim that North Korean troops have taken part in fighting against Ukrainian forces in Russia's western Kursk region. However, Kim did not comment on this.
Meanwhile, Kim's remarks came as the leaders of South Korea, the United States and Japan condemned growing military ties between North Korea and Russia at the Asia-Pacific Economic Cooperation (APEC) summit.
