At the same time, the commission has been empowered to summon and interrogate any person, including visiting any place in the country, including mirror rooms, where the victims of disappearances were detained.

On Sunday (September 15), the Cabinet Department has issued a notification with this authority. The commission has been asked to submit a report to the government within 90 days.

On August 27, the government formed a five-member investigation commission headed by retired High Court judge Moinul Islam Chowdhury. The commission was set up to search for persons who were forcibly disappeared from January 6, 2009 to August 5 this year during the Awami League government. A new notification was issued on Sunday specifying the terms of reference (scope of work) of that commission. At the same time, the August 27 notification has been cancelled. However, all the members of the commission remain unchanged.

Matters to be investigated:

► In the notification issued on Sunday, the scope of work of the Commission of Inquiry is:
(a) during the period from January 6, 2009 to August 5 this year, law enforcement agencies, law enforcement agencies, intelligence agencies, investigative agencies and any member of any similar force or organization or with the aid, assistance of the Government or with the consent of any person or group of persons to 'mirror house' or any known or unknown place to search for, locate and determine the circumstances under which the persons disappeared, and for that purpose any person or organization including the family members of the missing persons or Collecting information from organizations.
(b) submitting details of cases of enforced disappearance to the concerned authorities and making recommendations thereon;
(c) Informing the next of kin of persons who have been forcibly disappeared when they are located.
(d) Collecting information from investigations conducted by any other agency or institution into cases of enforced disappearance.
(e) Identifying the person, organization or institution involved in the incident of enforced disappearance. To make recommendations for taking appropriate legal
action against them. (f) To make recommendations to the Government for necessary legislative reforms to prevent cases of enforced disappearance.
(g) To perform any act related to the above-mentioned purposes.


► Who are the members of the commission:
Justice Moinul Islam Chowdhury is the head of the five-member inquiry commission. As a member, the retired judge of the High Court. Farid Ahmed Shibli, human rights activist Noor Khan, BRAC University teacher Nabila Idris and human rights activist Sajjad Hossain. The government has constituted this commission under the powers given in section 3 of the Commissions of Inquiry Act.
