The Chief Justice gave these instructions in a speech addressed to the assistant registrar to the senior officials in the conference room of the main building of the Supreme Court on Wednesday.

Shafiqul Islam said that with the aim of providing better service to the Supreme Court litigants, the Chief Justice instructed the concerned officers and employees to properly follow the relevant rules, practice directions, circulars and other instructions of the Appellate and High Court Divisions in performing their official duties.

Chief Justice Syed Refat Ahmed expressed hope that the high court will set an exemplary standard for other institutions in the excellence of service delivery by providing good service and good treatment to the public seeking judicial services and their appointed lawyers.


The 12-point specific instructions to the officers and employees include ensuring speedy service, refraining from any financial transaction while performing duties, avoiding unnecessary delay in service delivery, showing sympathetic behavior towards the service receiver, daily completion of daily work, daily branch visits by officers, without exception. Punitive action is advisable in cases of irregularities and corruption.

Further, the Assistant Registrars and Deputy Registrars of each branch of the Supreme Court shall regularly inform their respective Additional Registrars about the activities of their respective branches and direct the Additional Registrars to report to the Registrar of High Courts and Appellate Divisions and the Registrar (Judges) every four weeks on their monitoring activities. It should be noted that currently there are 38 branches in the High Court Division and 19 branches in the Appellate Division of the Supreme Court. Among them, 1 Registrar General, 3 Registrars, 4 Additional Registrars, 1 Special Officer, 12 Deputy Registrars, 20 Assistant Registrars and 2 thousand 500 officers and employees are working in various courts and branches.
