Saiful Islam, Manikganj: Investigation of irregularities and corruption of Ashrafuzzaman Farid and senior staff nurse Runa Akhter, head office assistant of Shibaloy Upazila Health Complex in Manikganj has started. The investigation is ongoing from Thursday morning to night. And initially the investigation officers found the truth of irregularities and corruption.

After the resignation of the Sheikh Hasina government through the anti-discrimination student movement due to the revelation of irregularities and corruption in the hospital, Shibaloy Upazila Health and Family Planning Officer Dr. Md. Fazle Bari, Senior Staff Nurse Runa Akhter and Chief Assistant Ashrafuzzaman Farid have been on duty at the Shibaloy Upazila Health Complex in the face of the demands of Shibaloy residents and anti-discrimination students. He promised not to do this and publicly submitted an exemption letter to the Civil Surgeon of Manikganj.

According to related sources, Shibaloy Upazila Health and Family Planning Officer of Manikganj, Dr. Fazle Bari got involved in various irregularities and corruption through wrongdoing after joining. And Ashrafuzzaman Farid, the head office assistant of the hospital, provided full support in his irregularities and corruption. With the connivance of the two of them, about three lakh taka from the salary of MHVs in the financial year 2022-23, one lakh taka for the fuel of the hospital jeep in two years, two lakh taka in the last two years for hospital cleaning work, three lakh taka from various allocations of community clinics, MSR tender For embezzlement of lakhs of taka from various allocations including taka 20 lakh. Besides, 12,000 taka is allocated annually for 22 community clinics of the upazila, but they paid 3,000 taka there. Ashrafuzzaman Farid committed these misdeeds with the connivance of Upazila Health Officer Dr. Fazle Bari and the identity of former local MP Salauddin Mahmud Zahid.

Assistant Health Inspector of Ulail Union Md. Jahangir Alam said that there is no quarter allotted in the hospital premises in the name of Chief Office Assistant Ashrafuzzaman Farid. However, he has been living a luxurious life by installing AC in the 2nd class staff quarters for a long time. Various officers/employees working in the hospital have received unethical benefits by threatening transfer. To speak out against him was to fear transfer and harassment. Besides, he has taken lakhs of taka from many people in the name of giving jobs. Several victims complained to Upazila Health Officer Dr. Fazle Bari but to no avail.

A health field worker named Aarti Saha said that every year we get a bill of more than 11 thousand rupees and that bill is made by the office assistant Ashrafuzzaman Farid. We were supposed to pay that bill last Eid. But gave us only 3 thousand rupees. I did not give the rest. After contacting him, he called me and threatened me. So that none of us ask for money from him.

Taslima Khanam of the health department said that nothing can be said against his irregularities in the hospital. And those who speak are abused by people inside and outside the hospital. Ashrafuzzaman Farid even spoke foul language to the women in the hospital and called them vile as a prostitute.

Several students who testified to the investigation committee, who did not wish to be named, said that the hospital's chief office assistant, Ashrafuzzaman Farid, started lobbying in the area by secretly paying money to cover up his corruption as his irregularities and corruption were exposed. He even managed to give money to many of those before whom he submitted the exemption letter. Moreover, in addition to the previous irregularities and corruption, several evidences of corruption and irregularities have been submitted against him. Also, on August 5, when a policeman of Shivaloy police station was injured and went to the hospital, Ashrafuzzaman Farid publicly slapped the policeman while he was undergoing treatment.

Accused Ashrafuzzaman Farid denied the allegations and said, I have fulfilled my duty. I am not involved in any crime. Fazle Bari Sir has done the wrongdoing. If you want, I can give information about corruption and irregularities of sir.
However, when senior staff nurse Runa Akhtar wanted to contact her, she ran away by identifying herself as a journalist. As a result, it was not possible to get his comments.

However, Shibaloy Upazila Health and Family Planning Officer, Dr. Fazle Bari, who was exempted, said that the three of us knowingly wrote the exemption letter in front of everyone and were exempted from Shibaloy Upazila Health Complex.

Dr. Mehruba Panna, president of the investigation committee, said that the statement of 10 people and 8 officials and employees of the hospital has been accepted in written form by the investigation committee. The report will be submitted to the Civil Surgeon in due course.

A member of the investigation committee, who did not wish to be named, said that the allegations against the accused have been found to be true. All those inquiry reports will be sent to the Civil Surgeon through the Chairman of the Inquiry Committee.

In this regard, Dr. Civil Surgeon. Mokchedul Momin said, after receiving their bond, the higher authorities were immediately informed in written form. However, a few days after the bond, an investigation committee consisting of three members was formed as per the rules due to the accused objecting to the bond. After receiving the inquiry report, the higher authority will be requested to take action accordingly.
