Since then, people have to go to the office of the Assistant Commissioner (Land) of the Upazila Parishad to get signatures on all types of charters of the Union Parishad. And in this, about 25 thousand citizens of Dighulia Union have to face difficulties.

A signature costs about 300-500 rupees on the way to and fro. Besides, common people are not allowed to meet the administrator. UP members are also very disappointed with the services provided to the citizens. UP members alleged that after taking charge of the administrator, he worked only one day.

Dighulia Delua Village Md. Mosa Ibrahim said, we were very happy after the change of government power in the anti-discrimination movement. But the Assistant Commissioners (Lands) still consider themselves lords. I applied for my birth certificate first. I have gone from Dighulia to get the signature of the administrator there. After that, I went to the council again and printed the certificate. You want to visit the administrator's office again with the secretary's signature. He again does not sign any documents after 2 pm. Is there a written notice?

Going to Dighulia Union Parishad premises of Saturia upazila of the district on Sunday, it was seen that some unemployed youths were struggling in front of the Union Parishad to get the citizenship certificate. They said that on November 10, there will be a field test to recruit policemen in the Manikganj police line. A certificate book is kept in the porch of the council. Local unemployed youth Akash Hossain, Zakir Hossain and Alamin are writing the certificate themselves. The certificate should be signed by the UP member and taken to the administrator.

The youth complained that the distance from Dighulia Union Parishad to Saturia Upazila Administrator's office is about 10 km. It costs 2 to 300 taka per day to come and go. A signature has to go around for a few days. After 11 pm he sat in his Saturia office. Bosei worked on the official documents of the land office. And our land office keep sitting in the room for hours. At 2 o'clock, the peon from the office informed that he would not sign any more. After sitting from morning to evening, one has to return empty handed. In this way the common people of the area are being harassed.

Md. Farman Ali, another service recipient said, I went to Dighulia Union Parishad for Jamm registration. But due to the absence of the chairman, the in-charge administrator and the assistant commissioner (land) had to sit around his office for 15 days. Not yet signed.

Gopalpur Md. Delwar Hossain said, I need dual certificate. Land registry with one name on national identity card and nickname on land deed. Now when the land application is rejected, the Assistant Commissioner himself cancels the name issuance application. The office assistants of his office said to get dual certificate from the council. Now when the council went to get the double certificates, I heard that the administrator would not sign all these certificates. Delwar angrily said, Aceland himself made the land renunciation law. And he will not sign. So where to go?

Talking to the UP members of Dighulia Union Parishad, it is said that TCB, VGD worked for a total of 3 days during the rice distribution after the appointment of Administrator of Dighulia Union Parishad. After that the administrator did not sit in the council. As a result, the citizens have to go to the administrator's office to sign the union's birth registration, chairman's certificate, citizen's certificate, various allowance cards and the distribution of agricultural cards to farmers.

The UP members complained that the citizens were suffering in getting services as they did not sign after 2 pm. Common people are suffering.

They also said that a common man cannot enter his office properly. Sitting at the door for 5 hours without the permission of the office assistant is no use.

UP Member of Dighulia Union Parishad No. 7 Ward. Rashed said, we all UP members sat and asked the responsible administrator to sit in the council one day a week. But he asked to go to his office in the upazila instead of sitting. About 25 thousand people are being harassed to get civil services.

UP members also said that they cannot enter his room without permission. Again, even if permission is granted, it is a lot of trouble to meet the administrator.

In this regard, Saturia Upazila Assistant Commissioner (Land) and Dighulia Union Parishad Administrator. Tanveer Ahmad said that no citizen is being harassed.
