The draft imposes strict restrictions on the acquisition of agricultural land. It is said that if the government needs agricultural land for urgent development work, relatively barren land should be selected. Two or three crop lands cannot be acquired. If required in public interest, land ministry's permission should be taken to acquire two or three crop lands. If there is a disagreement about whether the land should be cultivated for two or three crops, a committee consisting of representatives of the Department of Agriculture Extension and Land Acquisition Officer will decide under the leadership of the Deputy Commissioner.

In the context of land classification, the draft states that the government will prepare a digital map by determining land use-based areas by capturing satellite images. Based on the use of land, various classifications of land including agricultural, non-agricultural and residential will be done considering the quality, nature and use of the soil. No class of land can be changed without the permission of the Government. However, government permission will not be required for change of class of privately owned land up to one bigha. Failure to do so will result in imprisonment up to one year or a fine of Tk 50,000 or both.

According to the draft, according to the region-wise digital map, agricultural land cannot be used for any other purpose without the permission of the government. The use of relatively barren agricultural land and maximum upward expansion of land should be prioritized in permitting the construction of any industries, public and private office buildings, residences and other structures. To encourage upward expansion in construction of multi-storied buildings in rural areas to protect agricultural land, provision of home loans on easy terms is called for.

The draft also states that if the movement of an individual or family or organization is blocked, the parties must provide minimum movement in exchange for compensation at the market price through negotiation or mediation by local government institutions.
